Why do West Virginians call a wool cap a toboggan?

Seriously...that's what they call it. When I told my college roommate that a "toboggan" is a runner-less sled she said that Webster (like the dictionary guy) was wrong. I could accept that they call soda --> pop and shopping carts --> buggies, but seriously...toboggan?! Someone explain this to me.

I've heard of knit caps being called toboggans. It's a colloquialism, presumably because people wear them when tobogganing. No other reason as far as I can figure out.

But ..... shopping carts called buggies? I live in Texas, and never heard that one.
