Where is the auxiliary verb?

'Is this horse for sale? may I try it?' and, the Afghans assenting, he scrambled up on its back, dug in his heels, and off they flew.

In the above sentence, "the Afghans assenting" doesn't have auxiliary verb, like "is", why? What's the grammatical point?

Because in "Afghans assenting" it is already implied that the Afghans are agreeing to the horse buyer's request.

Commemorating the historic and inspirational words of our president, the back of the quilt is printed with the entire Presidential inaugural address on a background featuring the lovely lady liberty. Though America has a centuries old tradition of commemorative blankets, never before has such a strong statement of unity and political support been made through a quilt.

The Blanket America Collection makes an incredibly attractive package to retailers and consumers.
