3. go edit> fill > white
4. double click the layer in the layer window
(layer style) click stroke make it the thickness / color you want

you may also want to combine the stroke and fill by creating a new blank layer and merging it with the layer of your new shape. you can then delete the white if you prefer leaving the outline.
