Natural Wool Pile

Can you paint carpet? Or skim it?

We have a stairwell that passes through the neighbors' kitchen (don't ask), and the wall is a plank stud which technically belongs to them, so I can't do anything structural to it, and I don't want to add another layer on our side as the stairwell is narrow enough already (about 85cm/33inches) and turns twice. The previous owner put carpet on the walls and ceiling of the stairwell I suppose in the hope that it would sound-proof it a little. The carpet is a very good quality wool looped short pile, but glued on. If you try to pull it away the plaster comes off (where there's plaster underneath - it isn't just planks...). Since the carpet is a dirty gray color and there's no natural light in the stairwell I want to know if it can be painted, or even skimmed with plaster and then painted. Any other suggestions welcome.

I wouldn't advise painting or skimming over the carpet because if you paint it most likely after time it will just flake of, regards skimming it Im a plasterer and i defiantly wouldn't because it would crack straight away if you put any pressure on it. The only thing i can think of is taking it of and re-plastering. Hope this could help. Nick
